The Collapse of the 28-Article Peace Initiative for Ukraine: How Peace Negotiations Continue to Stumble

Europe experienced widespread relief on Monday, as the tension caused by the presentation of a new 28-article proposal for resolving the conflict appeared – momentarily – to have been defused. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: a renewed assault of aerial bombardment on Kyiv.

The Pattern of Diplomacy and Destruction

The chain of conflicting incidents captured the harsh reality of the current period. By day, diplomatic battles are conducted: optimistic declarations are issued from various governments. Considerable effort is allocated on managing specific proposals. By night, Moscow brutally reminds the world that, for them, war remains the primary tool for achieving "resolution".

Nocturnal Warfare

As military strikes developed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was exposed. Ukraine is capable of detecting projectile deployments from across the border, a capability afforded by current data. From witness perspectives, defense planes that had been scrambled to intercept incoming cruise missiles streaked across the sky – sophisticated military planes provided to Ukraine by NATO members.

Soon thereafter, Kyiv's air-defence systems thundered: several firings targeted at a Russian ballistic missile. This was a sophisticated defense system at work, most likely delivered by partner states. Every launch jolts you unexpectedly, causing tremors. The instant of fear quickly gives way to resigned acknowledgment: maybe the approaching threat won't strike its target this time, preventing destruction from ruin and further power outages.

Ongoing Risks

Soon after, a automatic firearm fired at a aerial vehicle close by, part of a defensive team – almost certainly Western-made equipment. Sadly, the shots failed to hit the enemy aircraft – it maintained course toward its destination.

With pauses, this persisted until dawn. Kyiv faced the daybreak reports: seven people killed, damage and utility failures in multiple buildings as a result of the evening attack. As typically, everyone still went about their day – enduring hostilities. But those 24 hours demonstrated Ukraine's vital need on Western support – a reliance that European nations are demonstrably unable to substitute in the near term.

Unsuccessful Negotiations

The 28-point plan from American leadership generated strong feelings, controversy and profound anxiety – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.

Every new approach from US leadership follows the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually win the battle. This pattern will, certainly, endure.

Strategic Calculations

It is easy to blame specific actors of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. Washington functions according to a assumption familiar among international relations experts: you cannot achieve through diplomacy what you have been unable to protect through force. The American government believes that it is unfeasible to force Russia to relinquish the areas that it currently occupies in Ukraine's south or east.

The challenge is that while recognising this factual reality, Washington does minimal to deter Moscow, through words or deeds, from assuming that the current condition will not change more in its advantage in the near future.

Divergent Views

Therefore, Moscow is confident that the clock favors them – that Ukraine and its supporters are nearing depletion. Their incentive to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to stop fighting, but they will continue as long as Russia's government remains highly assured in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, slowly losing lives and land but preventing a entire defensive failure until circumstances change in its benefit.

Present Conditions

Factually, there are no actual prerequisites for a truce. Now, subjective factors are coming into play: political desires to negotiate peace and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unsuitable, so that their focus does not move to internal issues. And although their mission will now be significantly challenging after current events, it remains very improbable that this will change their overall approach.

These two forces are influencing discussions.

Summary and Prospects

It took a mere seven days to terminate the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, current information leaks, all served their function.

While new plans based on established approaches are approaching, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and show certain reluctance to change the course of events, if they maintain solidarity and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, primarily depend on continued Western support.
